Extensive Education Law Experience
Attorney Alex Halpern has been the general counsel to the Colorado High School Activities Association for over 20 years. In this capacity, Mr. Halpern has represented the CHSAA in litigation and arbitration concerning student eligibility, rules enforcement, gender equity, students with disabilities, and harassment and discrimination. Mr. Halpern is a regular attendee and presenter at the attorneys’ conference sponsored by the National Federation of High School Associations. The firm serves as general counsel to the Colorado Association of School Executives and several Colorado school districts.
Mr. Halpern and Kathleen J. Gebhardt are lead counsel for the plaintiff group in the Colorado school finance lawsuit, Lobato, et al. v. State of Colorado, et al., pending in the Colorado appellate courts. This suit claims the state has failed to provide adequate funding to meet the substantive mandate of a “thorough and uniform” system of public schools in the Colorado constitution. The plaintiffs include the 14 school districts in the San Luis Valley and parents and students from across the state. For additional information, please go to www.childrens-voices.org.
